Is it better to buy a refrigerator with a larger freezer or a larger fresh-food section?

We mostly store vegetables, milk, leftovers and fruits. Frozen food is not a major part of our routine, but I don't want to regret having a small freezer later.

I would prioritise the fresh-food section based on your current habits. A bigger freezer is useful only if you regularly store frozen items.
